Mad Squid Configuration

Hello and Good Evening,

I have DSL Internet connection. 128Kbit per second Bandwidth. Server configuration is PIII,733Mhz,Intel D815 Motherboard,256MB ram,40GB seagate Hardisk, 2 Intel 10/100 Lancard. Software using for server is LINUX 8, running SQUID. I have 55 users for accessing internet. Users use internet with static IP. If one user is downloading large file like avi or mp3, my all other users are effected. second, my users can't use yahoo voice chat, paltalk.

Please tell me how i edit squid.conf for ...

(1)connect yahoo messenger without proxy.
(2)sending SMS through microsoft internet explorer.
(3)restrict user to download any file atleast below 3MB (for 24 hours)
(4)set schedule for start full downloading from 00:00 to 10:00
(5)access internet only when user connected with valid username and password.
(6)user accessing internet without setting ip network settings.(without static ip)
(7)connect paltalk.
